Cannot connect to remote desktop

Error connecting to remote desktop VM on different domain -
Error code 0x3
Extended error code 0x7

Can login to VM locally on hyper-v no problem

It seems to be some issue with RAM - even though this VM has 8GB assigned it gets less than 2GB.
