If you can telnet to the router.
If you are on Win 10/8 or Win 7 you must add telnet client under control panel>programs and features
Type telnet <routerIP> to connect, you will need the admin password
Then type mngt httpport ?
or type mngt httpport <portnumber> to change
Works on all of the DrayTeks as far as we know
