We have been seeing that clients migrated from SBS2011 to WFS2016 have started failing on their Windows Updates.
The system seems to disown the contents of the SoftwareDistribution folder under C:\Windows and so you have to stop the Windows Update Service and rename the SoftwareDistribution folder to something else before restarting the Windows Update service once more.
This action recreates all of the folders and then asking the PC to perform an update online with Windows update (instead of locally with the foundation WSUS) gets the system backup up-to-date and reporting all is well in Windows Server Dashboard.
